讲座摘要：This lecture deals with Singapore’s mixed experience with public private partnerships (PPPs) based on desalination, waste to energy, and high -speed rail projects. Unlike other countries, Singapore embarked on PPP projects not because of fiscal constraints. The talk will focus on the structuring of these projects and the reasons for their differing performances. The talk will be of interest to those interested in how the Singapore manages PPP projects in Singapore.

嘉宾简介：

Dr Willie Tan is tenured Professor in the Department of the Built Environment, College of Design and Engineering (CDE), National University of Singapore (NUS).Professor Tan is the Program Director of the MSc(Project Management) program. He was formerly the Head of Department of Building, Vice Dean of Academic Affairs, and Director of the Center for Project Management and Construction Law.He has chaired accreditation visit teams for Project Management Institute’s Global Accreditation Center to universities in Asia and Australia as well as for the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. He was also Visiting Professor to Southeast University, Nanjing, China.Dr Tan is an editor of Journal of Spatial Science and editor of the World Scientific Book Series on the Built Environment. He serves as an Editorial Board member for many international journals. He has published many international refereed papers and is the author of books on research methods, urban management, project finance, and project management.He has served as a consultant or panel member in the private and public sectors in many countries in Asia and the Middle East. He has also served as an expert witness in the High Court of Singapore, and as Chief Judge for the Built Environment Industry Asia Awards.Dr Tan won the NUS Outstanding Educator Award (2013) and Honor Roll as a three-time winner of the NUS Annual Teaching Excellence Award. He was a Fellow of the NUS Teaching Academy from 2013-2019.
