报告人：谭卫平

报告人简介：谭卫平，经济学博士，中国国际扶贫中心副主任。在扶贫系统工作达逾25年，先后担任国务院扶贫办国际合作和社会扶贫司、行政人事司副司长，2002年至2005年作为第四批援疆干部担任新疆维吾尔自治区扶贫办副主任。

谭卫平博士长期从事扶贫政策研究，参与扶贫开发重大决策制定，参与过中国政府三个减贫规划的起草，即《八七脱贫攻坚计划》《中国农村扶贫开发纲要（2001-2010年）》《中国农村扶贫开发纲要（2011-2020年）》。他熟悉扶贫工作，是一位专家型的领导干部，是国家公务员局和国务院学位办授予的“全国公共管理专业研究生教育校外导师”，曾担任国务院学位办高校博士点评审的评委。他同时还承担了大量中国对发展中国家中、高级官员培训的授课任务，直接听课的发展中国家官员超过两千人次。

谭卫平博士实践与理论研究并重。有丰富的对外减贫援助项目经验，主持东亚减贫示范合作技术援助项目的设计、实施与管理；主要著作包括《国际减贫理论与前沿问题》《世界各国减贫概要》《资产收益扶贫的中国实践与经验》，主要发表文章包括“联合国2030可持续发展目标与中国减贫经验”“中国减贫治理的制度性特征和政策框架”“为世界减贫贡献中国智慧”等。

Dr. TAN Weiping is Deputy Director General of International Poverty Reduction Center in China (IPRCC). He has a Ph.D. in Economics at Renmin University of China. Dr. Tan has devoted to poverty reduction works for 25 years, and once acted as Deputy Director General for the Department of International Cooperation and Social Mobilization, and the Department of Administration and Personnel, under the Former China State Council Leading Group Office of Poverty Alleviation and Development (LGOP). During 2002 to 2005, he was designated as one of the fourth batch of cadres aiding Xinjiang to serve as the Deputy Director General of Poverty Alleviation and Development Office of Xinjiang Uygur Autonomous Region.

Dr. Tan has long been engaged in poverty alleviation policy research and the poverty alleviation and development policy-making process. He participated in the drafting of China’s three poverty alleviation programs, namely “Seven-Year Priority Poverty Alleviation Program(1994-2000)”, “China’s Rural Poverty Alleviation and Development Program (2001-2010)” and “China’s Rural Poverty Alleviation and Development Program (2011-2020)”.

Dr. Tan is an expert cadre and is granted by the State Administration of Civil Service and the Office of the State Council Academic Degrees Committee as the extramural academic advisor for MPAs. He gives lectures on poverty reduction and development for a large number of training seminars offered by the Chinese Government for developing countries, with an audience of more than two thousand senior officials.

Dr. Tan has rich experience both in poverty alleviation practice and research. He has been in charge of the design, implementation and management of the East Asia Poverty Reduction Cooperation Pilot Project. His published books and articles include Theory and Frontier Issues in International Poverty Reduction, Poverty Profiles of Developing Countries, Poverty Alleviation through Asset Investments in China, The UN 2030 Sustainable Development Goals and China’s Poverty Reduction Experience, The Institutional Features and Policy Framework of China’s Poverty Reduction Governance, Contributing China’s Wisdom to Poverty Reduction in the World, etc.
